[DistrictEmisCoordinators] 21.3 update

Here are some things that are supposed to be in the 21.3 update.
I do  not have a timeframe for the update yet.  These are taken from a PowerPoint from December.  Hopefully they will still be included in the update. We will keep our fingers crossed.
Please pass on to anyone that would have an interest in these updates.

            Updates to report Graduation Seal Program Codes based on the 'Plans to earn' or 'Earned' checkboxes on Graduation Requirement/Exemptions
                                - When checkbox for 'Earned' is checked, a GQ record would be included in the GQ Transfer file each year until the student graduates.
- When checkbox for 'Plans to Earn' is checked, a GQ record would be included in the GQ Transfer file each year until the student graduates
- Once the updates are ready to be released, if a student already has a membership for one of the seals, the corresponding checkbox on Graduation Requirements/Exemptions will be updated and the membership code removed to avoid duplicate reporting

                OELPS Import
- Updated for new column headers
- Updated to recognize either OELPS or ELSCR for the assessment type when importing assessment results

EMIS DN
- Medical Group new section for Glucagon collection
