[DistrictEmisCoordinators] Fall Initialization

Hi All
I know this is early.  I won't be running this till July, but I wanted to get the explanation out now so if you need to mark students as excluded from Fall Initialization in the 22-23 school year you have time to get that done prior to running the update process.
I will be sending verification reports out later this month to the beginning of July.
