[DistrictEmisCoordinators] Data Collector

Ok we are good now.  Have no clue what causes the data sources to disappear.  I think they just wanted a vacation.
Kelly restarted everything again and they popped back in.  Whew.  The data was there just not showing in the DC.

Let me know if you see any other issues.
