[DistrictEmisCoordinators] MER download

Good afternoon.
I sent the new layout file for the MER report to DASL State.  They have submitted SISPB-I-428 ER - update EZQ MER download to include enrolled & withdrawn date per new layout and we are making development aware of this.

Not sure when this might be updated.  I will keep you posted
