[DistrictEmisCoordinators] 23.1 release

Good afternoon
This is from an ODE ticket this morning about  the level 2 reports in the Exiting Student manifest.


There has been a slight delay in getting these Level 2 generated. The goal is to have them out by early next week.

Good morning,
Kelly will be applying the 23.1 release tonight starting at 8:pm.
I have attached the release notes for you to take a look at.

I also have noticed that there are no level 2 reports associated with the exiting student follow up manifest.  The last time our DC updated for the level 2s in that manifest was in August. I will wait till the Newsflash comes out before I ask ODE about it.
