[DistrictEmisCoordinators] Updates

Good afternoon
During a SIAC meeting yesterday the follow was presented.  This is a meeting between Frontline and Representatives from ITCs.  Our Rep is from SWOCA

There were some good things that they are looking to be in 23.2 update
