[DistrictEmisCoordinators] IEP/ ETR at Non Pub

Good afternoon
Hillsboro was asking about who writes the ETR and ISP for students placed at a non pub in their district and they are servicing the students.
I put a hypothetical question up to ODE and here is the reply

Description
Good morning
We have districts questioning who writes the ETR and the ISP for a student that is placed in a Non Pub not JP or Au

This is a hypothetical situation.

Ex. Hillsboro is DOR, East Clinton is district where the Non pub is and the student is being serviced.
Which district writes the ETR and which writes the ISP or does EC write both since the student is being served in their district?

I have received your question and am happy to provide assistance.

If the parent placed the student at the Non-Pub, then East Clinton would complete the evaluation and write the ISP.

If the resident district placed the student at the Non-Pub, then the resident district would be responsible for the ETR/ISP.
