During the 23.2 Release Training for Civil Rights, it was stated that all values in the Manual Civil Rights Entry Screen would default to either Zero or No.  Once the application was applied, we have found that if there were values entered in a prior version of the Manual Civil Rights, some of these are values are copying up into the 21/22 version.  It is IMPERATIVE that districts take a quick run through prior to inserting any data into the Manual Civil Rights entry pages, so that ‘old’ data is not included in their reporting.
