[DistrictEmisCoordinators] Course grad collection

There is a lot of concern about the course grad collection still showing pending processing.

This is from an ODE ticket

We only process the Student Course Grade Collection on Sundays, due to the sheer volume and resources that processing takes up.

Another ticket indicated that as long as you submit by the 9/13 deadline no matter what day you submitted it will be included in their processing.
