[DistrictEmisCoordinators] Re-Start the DC

The Data Collector is back up!

This is why we had to restart the DC this morning as there was an issue over the weekend at the state level...



We had to restart the ZIS server and Report Collector this morning due to an patching/network issue over the weekend, therefore your Data Collector must also be restarted in order to reestablish a connection to the Report Collector.

Note, your Level 2 Report updates from the weekend processing may not yet have been sent out due to the ZIS being down.  So, once you restart, those updates will begin to replicate to you.
