[Mail_emis] Update Change call 12-9-2015

Good evening.

The following was discussed during the ODE change call on Wednesday.


*         There is an issue with contacts reporting in the FY16 contacts manifest for Community Schools.  Records are being sent over to the Data Collector with no date.  When this happens there is no match to the records in SOES.  In order for there to be a date sent to SOES, ODE uses the date of the prepare of the data as the date for the contacts records.  This works fine for students that are currently enrolled.  The issue comes in when the student has been withdrawn and the date of the prepare is outside the student's enrollment date. If you have addresses that are not populating in SOES on withdrawn students, for DASL districts, you will need to edit the contact records of your withdrawn students and enter the date of enrollment in the update resident district field.  It will flow over to the DC and will allow the students address to be attached to the record.


*         The pull of data for community schools for FTE for the January payment will occur on the morning of December 16th, based on data sent to ODE by 5:00 p.m. on December 15th

December 15th is also the last day that a flag can be placed on a student prior to the January payment.  The second pull will be on December 23, based on data submitted by 5:00 p.m. on the 22nd will look at the flags that had been removed and any updated address.  The pull on the 16th will determine the baseline, then the pull on the 23rd will include students that are cleaned up by 5:00 on the 22nd.  It is ODE's intent to add a line on the CS_error report that a student's address is missing.


*         Addresses that are submitted by 5:00 p.m. are updated in SOES by the next morning.


*         Exam exceptions (FE records) for the new tests will work the same as they have with the OGTs.  There will be one exemption per subject. More to come on this.


*         Anything that is CCP must be reported with a curriculum code of PS.  There is concern in the CTE area about how funding will flow.  In the past if a course was PSEO it did not receive CTE funding.  For FY16 there are some situations that are CCP and will receive CTE funding.

o     If the course is being delivered in the K-12 facility by the college,

o    Or where the course is delivered by the K-12 employee that higher ed has endorsed to teach the course.


*         These courses would NOT get CTE funding.

o   If the course is online,

o   If the kids actually go to the college for the course.


*         ODE is going to add 1 or more delivery methods where the course is taught at the K-12 facility that will trigger CTE funding.  They are hoping to add just 1 or 2 delivery methods to indicate the V code for funding.
