[Mail_emis] Update

Good morning,
The following was discussed during the change call last week.   This is a recap of the major changes. If you would like to look at the complete list, click on this link to see all related documents and past change calls.

FY16 Changes


*         Preschool Assessment Changes

o   ELA assessment changes- The assessment areas that you are to report are correct as ODE presented in the change call.  The tool the teachers are using is incorrect. There will be a new tool sent to the teachers.

o   Below is what was previously put out by ODE


?  Preschool ELA assessment changes

?  Valid Scores for the ELA for FY16:

?  A, B, C, D, 1, 2, 3, 4, 5

?  A score of 'N' should be reported as:

?  Score = '***'

?  Score Not Reported = 'S -Non-Scorable Assessment


?  (Note: For FY15 the score of 'NS' was reported this way and 'N' was a zero)

o   A spreadsheet will be provided to districts to use to determine the scores to be reported to EMIS.



*         3rd Grade ELA Fall Scores- Valid testing date will be December (12)



*         SAT will come back with 2 scores instead of 3, ODE will continue to collect all three, but on tests starting this year there is no writing main score.  There is a writing sub score, ODE will not be collecting that score.  It will be labeled as ELA but will be reported as Reading and you will still report Math.


*         ASQ/SE will NOT be reported beginning this year 15-16) school year. There will be no collection request that will pull these scores in.

Existing Changes

*         There are programs of concentration that have been deleted.  If a student had a removed program in a prior year, you can continue to report, but for new students you will not be able to report the deleted programs. Once the manual comes out you will see two lists.  Ones valid for program of concentration prior to the 15-16 school year and ones that are valid for this year.

*         ODE is working on fixing the manifest to stop fataling the old codes that you are reporting.  If you changed the students that were fataling out to new concentrations don't change them back till we hear from ODE.  They are hoping that you can leave them as they are.


*         Acceleration Record

o   Only reported for students that have a WAP-Written Acceleration Plan

o   No longer need to report an Assessment Accountability IRN.  There is no longer a count back for the first year that a student is accelerated, Instead there is a bonus for acceleration on the performance index.


*         Reporting "How Received" for Preschool Students.

o   Students in ECE, regardless s of the resident district are to have "E" reported for the How Received Element.

o   If a resident student is enrolled in Federal Head Start, then either "G" or "*" may be reported for the How Received Element.

o   Starting in FY17, "G" will no longer be valid.

o   If a resident student is not enrolled in an ECE program and not enrolled in Federal Head Start, then "N" or "*"may be reported for the How Received Element.

o   Starting in FY17, "N" will no longer be valid.

o   Students enrolled at an ESC who are not in an ECE program are to have "H" reported for the How Received Element.

o   Students enrolled in a traditional district that is not the resident district and who are not in an ECE program are to be reported with a How Received code that accurately reflects how they arrived at the district (i.e. through open enrollment, court placement).

o   If a student is enrolled in special education and ECE, then "E" is reported for the How Received Element.


o   If you are reporting PS students as you have in the past and the how received IRN is not reported ODE will assume that they are received from the resident district.  There will be some that is not true.  If you have PS OE students please report the How Received IRN so that funding will work.  ODE will also look at the sending district to try and help this year.

o   If you have an ECE unit with OE students in it you will still use the E as an how received but you will need to report a how received IRN of the OE District.



*         New Withdraw reason 35 Reporting instructions


o   The withdrawal code of 35 may only be reported by the resident district and should only be reported when reporting the student with a District Relationship of '3'. This code may not be used by the resident district when the educating district withdraws the student using a Withdrawal Reason of 43, 45, 48, 71 -81.

*         Additionally, this withdrawal code cannot be used when the resident district is reporting the student with any of the following Sent Reason Codes: AU, CE, CR, CT, FP, JP, JV, MR, OS, PI, P



*         Admitted From IRN Reporting Instructions.

o   This element will be reported with a non-default value (a value other than "******")  when the Admission Reason Element is reported with a value of '3', '6', or '7'and the Admission Date is after the last day of school of the prior school year. Additionally, the element will be reported when the District Relationship of a student changes to a value of '1', from a '2' or '3'. If the IRN is unknown, the default value may be reported.

o   Report the IRN of the district, community school, ESC, STEM district, or nonpublic school from which the student transferred. For an Admission Reason of '7', this could be the reporting entity's own IRN.

o   ESCs and JVSDs should always report the default ('******') for this element.

o   When a student's prior enrollment involved multiple districts, the Admitted From IRN should be the IRN of the educating district. When the prior educating district is a JVSD, the admitting district should report the IRN of the previous district that sent the student to the JVSD.If the student is enrolling from a nonpublic school that does not have a valid IRN, report 999999.

o   This element should be reported with the IRN of the last Ohio public district or nonpublic school that the student was enrolled in, if that enrollment happened during the current school year or the previous school year.

o   If the student did not attend an Ohio public school district or nonpublic school during the current school year or the previous school year, report either the IRN of last enrollment or 999999.


*         Graduate Only reporting.

o   For Fy15 You will use the record in DASL for the DASL districts and in the FFE for Non DASL districts.

o   For FY16 reporting there were be 2 new elements added to the FN record.

o   FN410 Courses completed date and FN420 coursed completed IRN.  Since this is for FY16 I am sure there will be more information to come.


*         Operator IRN for Community Schools.

*         Community Schools are required to report their Operator IRN if they have one.  If they change mid-year then they need to report the change.  As of now I do not see this option in DASL.


FY17 Changes

*         New courses for CTE, only available to Senior so that they can earn a specific Industry Credential

o   You will not see a list of subject codes come out.  You will see a 2 digit number followed by the 4 character assessment code for the industry credential.  Every Industry Credential could have it's own subject code.

o   Those Assessment codes will have letters. ODE has always said that Assessment codes could only be letters, but starting next year they will have numbers.


*         Multiple changes for changing from NCLB and ESSA.  Feds are just coming out with draft guidance.

*         Valid testing dates will change for FY17.  Testing will be earlier.

*         More clarification to come on reporting Disadvantagement

*         Transition from HQT to ESSA.  More to come on this.
