[Mail_emis] Final Staff extended

Good afternoon,
David just sent ITC's an email stating that he has to extend the Final L due to 16 entities that have not reported the second manifest at all.

MVECA does not have anyone in that situation-WAY TO GO!!!!

Based on what Deb and I have looked at, MVECA's Districts Staff Manifests look good and we do not see any reason for anyone to resubmit.  If you have an issue that we are not aware of please talk with one of us before you resubmit.

You all have done an amazing job!!!!
