[Mail_emis] Update 4/24/2017

·         Staff Manifest

o   L2 opened late last  Friday.

o   CTE information is not current.  It is data from the April # 1 payment

o   2 Additional checks have been added to the student Error Detail

§  SC0014 and SC0015

§  Check is to look and compare what a student is generating for CTE FTE and for the same time period what they are generating for Student FTE.

§  ODE found cases where students were generating a full FTE at the JVSD.  When CTE FTE was totaled, they had 1.5 to 1.6 CTE FTE.  ODE is saying that districts are probably double reporting these courses.

§  A check was put in that says for any individual course - the student cannot generate more CTE FTE than regular FTE.  These are students that are typically enrolled in 1 course where the student was for example 14% of time which would indicate about 140 to 150 hours but they are being reported with 180 or 190 CTE hours. So the CTE Course FTE was reduced.

§  Second check was looking at a student's schedule as a whole.  Adding the Total CTE FTE and the total student's FTE and comparing the two.  Since the CTE is based on scheduled hours and the regular FTE is based on actual hours, and they could be different, wiggle room was worked in.  If a student's Total CTE FTE was >110% or 1.1% of their regular FTE, their CTE FTE was reduced down to the 110% or 1.1%.

§  Later this week CTE data will be updated to the date pulled last weekend.  It will include any districts updates that were submitted Friday or Saturday of last week.

§  Updates to the CTE error report should be added within the week.


·         MOE-Maintenance of Effort

o   Updates to the EMIS manual defining what MOE is and what needs to be reported.  Hopefully the manual will be updated prior to May 8-9.

o   Financial Manifest will open early this year - May 16th So that districts can check MOE to make sure they are reporting correctly.  It will still be open through August.

o   Districts will most likely not meet MOE in May, since they need the dollars from June to be meet the MOE, they will be able to see if they are on track to meet MOE.

o   Most that have issues are missing it "by a mile"

o   The reasoning behind opening Financials early is so districts can make corrections while their books are still open.  The USAS agent will pull the information needed for this even though you have not closed the year.

o   There will be a webinar on May 15th in the morning for Treasurers or any EMIS Coordinators that want to learn more about MOE.  The announcement for the webinar has not been released as of today.  It will most likely come through Ed Connection.

o   MOE is historically evaluated after the reporting window closes.  This year about a week or 2 after the window opens data will be pulled in the MOE system that treasurers use and they will be able to check data.  There will be communications sent to districts that are not meeting MOE and those that have not submitted data.  These communications will not come from ODE EMIS but from other agencies at ODE.
