[Mail_supt] Attendance logging question

As you may already know, the Ohio Department of Education plans to issue compliance rules for items contained in HB 2 (Charter School Reform Bill) by mid- January.
One of the biggest challenges that the Newark Digital Academy will face is the new mandate to log attendance based on student’s off-line work they complete. In the past we haven’t credited students with time they spend doing tasks such as:
Reading books that go along with the curriculum
Completing documents (paper/pencil) that are scanned to us
Completing paper/ pencil test prep materials (mainly OGT)
Working on correspondence course materials
Various other off-line activities based on the individual.
For attendance purposes we use seat-time and lesson submission data that is downloaded in report form from our main learning management system. Our attendance submitted to EMIS has previously has consisted of this data. It looks like that is going to change.
My question is, How do traditional schools track the amount of time students spend on work outside of the regular school day? From one student to the next how do you know the amount of time it takes students to complete homework assignments and the amount of time they spend on weekends working on homework and projects. I’m guessing that it looks different for each student.

If you could share any electronic data gathering tools or paper tools (logs) used for tracking, or an ideas for us so that we can get out in front of this that would be very helpful.
