[Mail_supt] Ed Choice Scholarships

Dear Superintendent and Treasurer:

Attached you will find information concerning Ed. Choice Scholarship
deductions.  Please review and if your district is listed and impacted by
Ed. Choice Scholarship deductions increasing in FY20 while base state aid
is frozen please make your voices heard.  This is about the traditional Ed
Choice Scholarship Program, not the Ed Choice Scholarship Expansion Program.

We need to meet with our legislators and ask if they were aware that
freezing the base funding while allowing tuition deductions to increase
would cause districts to have deductions made for students that are not on
our funding count?

We believe this is an unanticipated consequence of not having a formula in
place and we are asking the legislature to hold districts financially
harmless by providing additional dollar for dollar funding for all
increases in Ed. Choice Scholarship Deductions in FY20 and FY21 as compared
to FY19.

This correction needs to occur now before school districts are forced to
include it in the November 2019 Five Year forecast.
