Well, I contacted the IRS regarding this question and spoke with revenue
agent #1000196506.  She told me that public schools are governmental
agencies which do not appear in Publication 78 because we are
automatically tax exempt by virtue of our status.  There is nothing we can
do to be included on the list of tax exempt organizations.  She also said
that Grantors do have the right to deny our participation in programs
because we are not on that list.

So there you have it, we are out of luck on this issue.
