[Mail_treas] Accountability for Supplemental Contracts

Dear Treasurers:



Could you please tell me how you handle payment for supplemental contracts?  Do you require a timesheet/calendar of hours worked?  I was at a meeting and was told that there should be documentation for the hours worked for the supplemental contract in order to prove to the Auditors that the supplemental contract was indeed fulfilled.  I was also told that this timesheet/calendar of hours worked was needed to input the appropriate number of hours for STRS/SERS and that the "old way" of estimating hours was not legitimate because those were just estimated hours and not actual hours worked and could be considered "fraud" since they did not represent the true timesheet of hours worked for this supplemental.



We implemented a policy this Fall that all coaches (whether they are on our teaching staff or not) must complete a calendar of hours worked (practices and games) and it must be turned in prior to final payment of the supplemental.  I am getting a lot of resistance on this issue because my coaches are saying that other Districts/Treasurers are not requiring their coaches to do this.  I am not saying this is true, but wanted to ask how you are handling this issue.
