[Mail_treas] OAPSE Pay raise and vacation increment dates

All,

My OAPSE group thinks they should receive their years experience pay
increases on their anniversary dates.  Also, they think they should receive
vacation increment increases on anniversary dates as well.  My certified
staff increases are a snapshot of where they are at the beginning of a
contract (school) year.

I was wondering what everyone else does.  With that method, we would be
doing mid-year contract changes continuously.  My OAPSE contract is so
vague and doesn't address timing of these items.
