[Mail_treas] ArbiterPay

TGIF.

I was wondering if any districts are utilizing a program called ArbiterPay
to pay their officials?  If you are, would you recommend the program, or
have you encountered issues with it?

It seems like a cost effective way to pay officials, but would like to hear
some feedback from actual users.
