[Mail_treas] TIF information

Kathryn - we have recently participated in several TIF's which were over 10 years and 100% hold harmless - so under current state law we do not have to approve those agreements or be involved in any way.  We use Pam Hanover at Squires to work with us on these, but there was nothing she had to do for us except confirm we were out of the loop.
