[Mail_treas] usasweb

Myself and Deb Bernhard had the following issue in USASweb - we entered a
requisition and wanted to go back and edit the line item and it would not
allow us to edit.  Deb just entered a 3 line requisition and it would only
let her edit line 2 and 3.
