[Mail_treas] A Site pros and cons

We are researching A Sites and would appreciate any feedback you have to
offer.  Please share any pros or cons about NEONET and NWOCA.

I will not share out names or districts who expressed anything one way or
the other, but if anyone is interested in which had more positive reviews
in the end, I'll be happy to share.
