[Mail_treas] SchoolNet - Fund 450 Grant and the Bus Purchase Subsidy -- Response

It was a consensus that the School Net 450 (not 451) Grant went away in
FY07 and the Bus Purchase Subsidy went away in FY09.

If you are a new Treasurer, you may not be aware that this additional
funding existed back in the day, in addition to others.  It's frustrating
that it isn't around anymore.
