Hello,

We are searching for a policy/procedure for our employee to follow who
places substitutes in the district.  We are concerned with average hours
reaching 30 hours a week and making sure placement is non-discriminatory.

If you have an internal policy/procedure you would be willing to share,
we'd appreciate it.
