[Mail_treas] Background checks for volunteers

We required anyone with contact with students on a regular basis to have
the Ohio BCI completed, including our volunteers. If someone comes in once
a month to read to the students or on an infrequent basis we do not require
it for them.  The volunteer is responsible for the cost of the test.
