[Mail_treas] Findings for Recover/Licensure - Please Read and Then Act

 Dave,

If I received an email requesting this, I missed it....but then with the
amount of emails we all deal with on a daily basis, I'm not surprised!

Anyway, I've lamented over responding, because over the years I've seen
these requests come across my desk and we get up in arms to no avail. I am
a member of OASBO, but honestly It's just to get a discount on seminars
etc. They have failed Treasurer's in so many ways it's almost pathetic.
I do not need OASBO to introduce a new Work comp program only to split the
group and make it harder on districts that don't have stellar claims
history. I do not need OASBO to tell me which software I want or which
vendor I want for a service. What I NEED from OASBO is to be an
organization that has my
back and lobbies for Treasurer's rights .Our accountability is off the
charts! I can actually live with what I can control, but this is so
ridiculous that if it wasn't our reality, it would actually be funny.

Now back to the issue at hand....

When I first heard a Treasurer lost their job and others have been slapped
with a finding for recovery for something they have NO control over. I was
actually shocked. I don't want to get into Superintendent bashing, because
in my 41 years I've seen the real good, the real bad and the real ugly! But
the bottom
line to me is they get to don the CEO position with high salaries, but
aren't held responsible for decisions they make about hiring. I realize
this isn't of their doing and some probably don't even know this...but it
is what it is! They are responsible for the screening, interviewing, and
ultimately no matter what the process is...the recommendation to hire.
Even though the board does the ultimate hiring, they aren't and shouldn't
be responsible for background checks, etc. But then again....neither should
we! Why should the Treasurer's be responsible for making sure the
Superintendent does their job! And tell me that wouldn't make a strain on a
Supt/Treas relationship if we have to tell them they screwed up!

A fellow Treasurer once wrote: "If legislature wants us to be the police,
fine; I can handle that, but the police aren't going to police without
protection. That is like sending  a real cop into a hostile situation
without guns or armor. The police aren't going to do anything without
protection" So, if you want me to do my job
effectively, I'll take the work and the responsibility...just give me the
authority and the pay that goes with it or at the very least...protect me
while doing it, hence the due process that I thought OASBO was getting for
us. BASA apparently had no problems getting due process for
Superintendents.

And yes, I had an issue with the Board last year and called OASBO for
help...that's when I found out we never got the due process like a lot of
us thought we had. So am I jaded...you betcha!
