[Mail_treas] Health Insurance

[Brian Rella]

Our board was paying for both Superintendent and Treasurer when I first
started in 2016.  Our insurance consortium made all districts within the
consortium change policy so that the Super/Treas had to pay what the same
as the rest of the membership.  We now pay 10% of the  premium.
