Good afternoon.

We utilize Renhill for employment of some aides in our district.  Given the
recent mandate from Gov. Dewine, we are following ORC with respect to
paying our employees (certified and classified). However, our legal
counsel has advised us that we should not pay (or be billed for services)
by a third party agency unless the contract specifies otherwise - it does
not.

We have a Board member who is apparently checking with other districts on
how they are paying Renhill - he says fifteen have told him that they are
paying Renhill as normal.  Has anyone received legal guidance to the
contrary that indicates continuing to pay contract employees would be
acceptable?
