[Mail_treas] Payroll Tax Holiday

I sat in on a Paycor webinar yesterday. The tax deferral only applies to
Employee Social Security withholding on wages paid from Sep 1-Dec 31.
Repayment is Jan 1-Apr 30, 2021. Employers are not required to offer
deferral to their employees. There still seemed to be a lot of uncertainty
on the rules around this deferral, but one thing they noted - as it stands,
if the employee is unable to pay the deferred taxes, the employer may be
responsible for it. At the end of the webinar, they asked if we planned to
offer the deferral option - 3% said yes, 48% said no, 49% were unsure.
