[Mail_treas] Change to previous email about new receipt codes

Hello,  SSDT sent out the following correction!

You cannot use the following receipt codes as they were added in error.  These are not valid codes to use:
*         3120 SPECIAL EDUCATION
*         3140 CAREER-TECHNICAL EDUCATION
*         3150 PUPIL TRANSPORTATION
*         3160 DISADVAN PUPIL IMPACTED AID
*         3170 BUS PURCHASE ALLOWANCE
*         3180 SCHOOL LUNCH

The new receipt codes intended to be used by districts are only the following:
*         3215 CAREER TECHNICAL EDUCATION
*         3216 GIFTED EDUCATION
*         3217 ENGLISH LEARNER FUNDING
*         3218 STUDENT WELLNESS/SUCCESS FUND
