[Mail_treas] ODE Staff EMIS reporting

Good Afternoon All,

ODE has made quite a few changes for staff reporting for FY24.
Please take a look at the manual for all of the reporting criteria that is no longer reportable.
You do not have to change anyone who I already coded with this data, but you also don't have to add it for new employees.
If you did, it will just be disregarded for staff reporting
