<p class="MsoNormal">Dear Fellow Treasurers: In recent weeks there has been a heightened interest on the "strict liability" issue School Treasurers face every day.

<p class="MsoNormal">There was a discussion at the Annual OASBO conference where this proposal was discussed.<o:p></o:p></p>
<p class="MsoNormal">I am sending the proposal to all Treasurers to reach especially those non-OASBO members as well as other OASBO members.

<p class="MsoNormal">Please read the proposal over carefully and if you want to share any additional concerns, that may not have already expressed to OASBO, let me know and I will compile those and send to OASBO for further consideration.<o:p></o:p></p>
