[Mveca_usas] federal assistance summary change

Hello,

USAEMSEDT was updated per AOS bulletin 2015-004, the Single Audit threshold has been updated from $500,000 to $750,000 in the Federal Assistance Summary option.  Districts should be sure to update this as part of their fiscal year-end closing, prior to running USAEMS.  This will allow the correct value to be submitted to ODE during the Period H data collection.
