[Mveca_usps] direct deposit deductions

Hello!!

I know many of you are adding new employee records.  Several users have reported that they receive the error that the direct deposit deductions do not equal 100% when they have a single deduction that is setup as 'P' and a rate of 100.   This occurs if a start date is added that is in the future.  Don't spend time trying to figure out what you left out!!  Just make sure it's a P and 100!!  The software programmers may change the error to read differently.
