[Mveca_usps] December Release of state software installed

Hello,

The following updates were made in the December release installed last night (please see attached release notes for details):


1.        AFFORD program was updated to include additional fields needed for third party vendors.  This program can be used for the per pay HRS_UPLOAD for Worxtime.  Compare it to the WORXTIMEii Option 2 output to see which one best suits the application.



2.       A bug was discovered when city or Medicare/FICA deductions were defined by job.  For details about this issue, go to this link, http://ssdt.oecn.k12.oh.us/lKl.  The release fixes the Medicare/FICA issue for 2016.  They are still working on the fix for City tax deductions.  I looked at all MVECA district's city and Medicare deductions to see if any of our districts would have been affected by this issue.  I contacted those districts that need to make changes.



The deduction by job field is configured in the Deduction Master (DEDNAM), JOB_LEVEL field.  As you add new city deductions, please consider, carefully, if the deduction needs to be defined to specific jobs.  The valid values for this field are NO= N or blank, YES= Y.



3.       CALCPAY - Read the attached release notes for details.  For 2015, check the city deductions taxable gross for employees paid NC1, NC2 or NC3 payments.  Non-cash amounts were always reported as taxed even if the deduction configuration was "N" to tax non-cash earnings.  The taxable gross field was increased by the non-cash amounts.  This causes a problem when W2s are submitted to the municipality with an inflated taxable gross and the withholding is no longer at the correct percentage.  You may need to modify the taxable gross on any city deduction that doesn't tax non-cash earnings before W2PROC.

Also, CALCPAY was updated to include non-cash amounts in the total taxable fields for Ohio, other state, city and OSDI deductions.
