[Mveca_usps] Updated Tax Tables

Good Morning & Happy Friday!

Some of you may be aware new tax tables have been published by the Ohio Department of Taxation. We have confirmed SSDT has a JIRA issue for this and scheduled for the 7.2.0 release scheduled for 10/6/2023: https://jira.ssdt-ohio.org/browse/USPSR-6828
