Good Afternoon,
If you want to lol please read the updated explanatory text correction in the Ohio Department of Taxation information.
The rates were correct.  They just changed some verbiage.
SSDT loaded the Ohio tax table for August that will not pull into your payroll until you run your first pay in August.

Percentage Method Withholding Table

The Department of Taxation recently updated the text accompanying the new Percentage Method Withholding Table on our website. Please note that the tax table itself was accurate; only the explanatory text required a minor correction.
