The issue with Hotmail and outlook.com emails has been resolved.  Microsoft has removed the block on our server.

Good morning,

I wanted to let you know that we are having problems sending email to Hotmail.com and outlook.com.  It started last week after a compromised email account sent a large number of SPAM messages to Hotmail.  I've been trying to get Microsoft to remove the block but haven't had any luck so far.  We do have 2 servers that can send outbound mail and one of them is able to send to Hotmail and outlook.com.   I'm working on getting mail to flow through the one that is working.

I'll keep you updated on how things are going.
