[DistrictEmisCoordinators] EMIS Grade and EMIS term for Student Grade manifest

Morning All
I found out yesterday that I have been telling all of you that if you update the EMIS Grade and Emis Terms, when SYI is run that it will copy up.  Well... it does not. It has to be entered every year.

DASL State can run a script that will copy them up from last year.  The only issue is- If you have changed your terms or marks from last year you would not want to have them copied up.

I will ask that DASL state copy them up for all districts but I want to make sure that everyone is ok with it.

If you DO NOT want yours copied up, and you will just reenter them in, let me know.
