Below is the information on Rapbacks that were included in the EMIS Newsflash that I forwarded to all of you this morning:
Rapback Expansion: EMIS Reporting
Non-licensed staff are now required to be in the Rapback system, which requires them to have a state ID. There have been questions about whether these IDs would have to be reported to EMIS for staff districts have been reporting with Z-IDs. We have determined that this is not required. Though districts can start reporting state IDs for these staff, they do not have to start reporting them. Districts can continue reporting Z-IDs for non-licensed staff.
See EMIS Manual Section 3.3, State Staff ID Element: "For staff who have never been issued a credential by the Department, a Z-ID should be reported." The guidance is to report Z-IDs for these staff. However, districts are able to report state IDs. There will be an FY26 change to the EMIS Manual to clarify that either a Z-ID or a state ID can be reported for non-credentialed staff.
Note that, with the exception of new staff, changing the ID reported for a staff member will cause the ID no longer being reported to appear on the Staff Missing List. If a staff member begins appearing on the Missing List due to a change from a Z-ID to a state ID, districts will continue to have the option of either ignoring that staff member's record on the missing list or requesting an override through their ITC to remove the record from the missing list.
Based on above you do NOT need to make any changes for EMIS reporting in your staff reporting. IF you do decide to make changes, please keep a spreadsheet with the District IRN, ZID, the credential ID, and the employee's name. Once created you can submit an EMIS Help ticket and we will forward to ODE for them to process the staff override.
