[DistrictEmisCoordinators] Mid Year Collection

Good Morning!

I just wanted you all to be aware that DEW added a new validation check to the EMIS IDs with the mid year S Collection.  If you are using EMIS IDs with 9 digits you will get a warning that the EMIS ID could potentially be a SSN.  If the ID is not a SSN you can ignore the warning.
