Online Make-Up Hours
Schools and districts must meet the minimum school year requirement regardless of whether they adopted an online day plan or not. Schools and districts that adopted an online day plan prior to August 1, 2025, and meet all the plan’s requirements, can count time spent in online learning days toward the minimum school year requirement. Online day plans are authorized by ORC 3313.482. The allowable uses for online learning day plans can be found in the statute. Schools and districts that did not adopt a plan prior to August 1 cannot count online learning days toward the minimum school year requirement. If there is a danger of falling below the minimum requirements, districts may need to add additional hours to their school year calendar to meet the minimum school year requirement in state law.

Renaissance STAR Dropout Prevention and Recovery Testing Open Office Hours
The Office of Community Schools, in coordination with the Office of Assessment, has been working with SAS to determine the number of weeks between Test 1 and Test 2 to use for the progress measure on the state report card.
Effective December 1, there must be at least 16 weeks between the administration of the first and second STAR assessment. Students become eligible to take the second test on the first day of the 17th week following the administration of the first test. There will be no assigned windows for testing dates. The only time the test may not be available is during the last two weeks of December.
If a student enrolls, takes the first test, withdraws, and later returns to your school, the student may take their second test beginning on the first day of the 17th week after the original test date. It is essential that students are moved from the “active roster” and identified as “inactive” when they are withdrawn from the school and added back into the “active roster” when they return. Students should never be deleted from the testing roster.
Students may take the STAR assessment multiple times; however, the lowest and highest scores that are at least 16 weeks apart will be used for the report measure.
Please remember, administering the STAR assessment to all students ages 14-21 is a requirement for dropout recovery schools. Date of Birth and SSID numbers are required.

Federal Identification
New Federal Identification of CSI, TSI, and ATSI schools will occur in February 2026.
Cohort 1 Schools should begin collecting and reviewing data for completion of the Support Schools Tool. Our OCS consultants will be working with our Regional SST’s who support these schools to review and document their progress. Sponsors have the option of also providing feedback on the form.
Our Cohort 3 Schools should begin reviewing data and thinking about their One Needs Assessment which will open in January. Please remind your schools that the information entered into the ONA, directly links to their One Plan.
One Plans should have two goals. One of those goals must be Literacy. We strongly encourage the second goal to be a mathematics goal.
Our OCS consultants are working with other offices in the agency to ensure that One Plans have integrated I-MTSS into the framework of the plan, and federally identified schools understand that all non-competitive grant applications must align with their One Plans.
One Plans should be evaluated yearly and updated as needed to reflect the needs of the school based on data.

FY27 Community/STEM School State Foundation Funding Simulator
The Department's Office of Budget and School Funding has rolled out an interactive simulator designed to assist community and STEM schools in estimating their state foundation support for FY2027. This tool offers a dynamic way to adjust student enrollment data, providing a comprehensive look at potential funding.
The simulator is comprised of several tabs, including Directions, Detailed SFPR, Summary SFPR and ADM tab where data can be modified. Carefully review the directions and the description of the data used in this simulator, which leverages all of the data from the FY26 December payment.

New Community School Grants
Ohio received $55.5 million through the 2025 Charter Schools Program (CSP) grant. This funding will support the growth of high-performing community schools across the state over the next five years. It will be used to replicate successful school models and expand existing schools that have demonstrated strong academic outcomes.
Additionally, Ohio was awarded the State Charter School Facilities Incentive Grant (CFIG), which provides $49.2 million in matching funds to help high-quality community schools address facility costs.
The Ohio Department of Education and Workforce will be hosting an informational webinar about the CSP grant on Feb. 5 at 1 p.m. and about the CFIG on Feb. 5 at 2 p.m. The webinars are for anyone interested in learning more about the funding opportunities and the application process. EVAAS Enrollment Update
The Ohio Department of Education and Workforce (DEW) and SAS EVAAS have updated access to the student projections available on the EVAAS restricted website. These updates reflect enrollment files DEW provided to SAS on January 20. You can view Student Reports with projection data for students who are listed as enrolled at your school in the most recent enrollment data submitted to EVAAS, regardless of where those students were tested.

To view student projections, your account will need access to Student Reports. Please contact your admin for assistance with this additional permission. After logging in, click the e-Learning tab on the blue navigation bar to view a high-level, interactive e-Learning for the Student Report.
