The following was discussed during the EMIS Change Call today.

New changes introduced today.

Re-evaluate the collection of the Grad only (GP) record

ODE will be changing the way GP records are reported for FY16 grads for the FY17 report card. Due to changes in legislation, student that do not pass the OGT to graduate can meet the requirements via one of the other pathways available to the students that entered 9th grade after FY14.  It is possible that it will be reported on the FN record and included in the G reporting instead of reporting the GP record.  At this point it has not been determined exactly how the change will be implemented.

Stop reporting industry assessments - assessment type code GU (FA060)

GU assessments will no longer be reported in FY16.  GY and GW will continue to be reported

Reading

GN (NGA)






3rd grade reading will move from GA to GN.
The 3rd grade ELA results will have 2 scores reported.  The 3 digit ELA score and a 2 digit Reading score.  The reading score will be used for the promotion criteria for the 3rd grade students, not the ELA score.

This element is just for Community Schools due to the Charter School reform.  Community Schools that have Management Company will report MGMTCOMPYS, the management companies IRN and the date they became the management company. For those that do not have a management company you will report MGMTCOMPNO.
If there is a change in the management company during the school year, you will report an additional record for the new company and the new date.

Preschool Coding Changes – make more similar to K-12 reporting

No other code applies, e.g., Student is a resident of the district and, if a preschool student, is receiving neither instruction nor services from the resident district.

G         Preschool Federal Head Start

Student is enrolled in a Federal Head Start program offered by the Local Education Agency (LEA). Federal Head Start is a preschool program primarily designed to serve 3-4 year-old children from income eligible families.

N         Preschool Other Funding

A preschool student who is receiving instruction but is not enrolled in an ECE, or the Federal Head Start Preschool Program. This includes, but is not limited to, locally funded preschool, preschool funded by parental payment, typically developing peers in a preschool special education course, and both itinerant and center-based instruction for students with disabilities.

H         ESC Providing Instruction and/or Related Services

As needed in the name of the legal school district of residence.  Only used by the ESC in the case of preschool students.






















These changes in coding for PS will be optional for this year, but will be mandatory for FY17.  If a district does not implement the new coding in FY16, ODE will convert on their end.
Pre School students will now for the most part be reported as you report school age students.  The how received of N and G are no longer valid and have been replaced with *.  E for the Early Childhood Grant will remain.  ESCs will now report their PS students with a how received of H.
You can report PS students as OE or Court placed.  You will enter a how received IRN for these students just as you do for school age.  ODE is still checking into whether the middle school needs to report a PS student that is court placed and on to the ESC.  Based on other statements from ODE, it will not cause an issue if the middle district reports, so to be consistent, I believe it would be advisable to go ahead and report until we hear differently from ODE.  If you do not get your students updated ODE will still accept current coding. It would be advisable to go ahead and update your students if possible.  ESCs will have to wait till the H value is in place.

Since ODE has moved to one vendor and 1 testing window, the need for multiple values for the MOA are no longer necessary.  Please refer to the attached document to see the proposed dates.  Under the Students who were first time ninth grade students on or after July 1, 2014 ODE has them listed as Next Gen for the 9-12.  This was discussed and ODE will attempt to clarity the wording, but they are referring to the EOC tests (GE) not the Next Gen (GN) tests.

Add Delivery Method(s) (CN320) for College Credit Plus/CTE course taught at K-12 facility

CP       Career Tech College Credit Plus Course
            Instruction delivered at district with instructor provided by the college/university or with district's own instructor.










New coding for Career tech courses that are PS but still need to generate Career Tech funding.  You will report those course with a curriculum code of PS and change the delivery method to CP.  This will only be for courses that are taught at the district with the district’s teachers.  You will still report the location IRN of the college and the Hqt will be I.  This is not valid for courses taught at the college or Online courses.
