[Mail_emis] EMIS update 9/12/2016

Good evening.
The following was discussed during the EMIS call this morning.


*         Open Manifests


o   SCR Manifest-ODE is not implementing the 30 day timeline at the beginning of this year, but they expect to do so sometime during the year.


o   Beginning of the Year Manifest for Traditional Schools, JVSDs and ESCs-Closes 12/22/2016

?  FTE reports are scheduled to be included in the manifest.  When you submit, the FTE level 2 report will come in the next day.  Those that submitted today should see FTE reports tomorrow.



o   Beginning of the Year Manifest (SOES) for Community Schools and STEM Schools- Closes December 22nd.

?  The data that is reported in September for CS will be used for the October payment.  That data will be based on what is reported as of 5:00 p.m. on October 22nd.

?  Remember that you must report your contacts for your students to be included in the payment.  If they do not have addresses, the students will show as missing addresses and      will not be fundable.

?  ODE would like to have calendar information from Community Schools prior to October 22nd.  It is not mandatory but would be helpful.



o   CTE Assessment Manifest-Closes October 14th



o   H Supplemental Manifest- Closes September 30th.

?  Elements that can be submitted are:

*         Capital Assets

*         Civil Proceedings Description

*         Civil Proceedings Summary

*         Federal Assistance Detail

*         Federal Assistance Summary


o   Calendar Manifest- Initial- Closes 9/30/2016


?  ODE is asking that all entities submit an initial calendar.  Once the initial closes, the final calendar manifest will open in October and be open till then of the school year.


*         16G Graduate Manifest- Closes October 21-  Not expected to be extended- Federal reporting needs to be done in November.

o   Working on Reports.  Hopefully the end of this week.

?  Reports most likely will not include any students that are using the alterative options for Graduation.  They will at first, show as non-graduates and will show on the missing grad test report.

?   ODE will be working on getting the data in so they will show as graduates.  Make sure you check this report to make sure if a student did use the alternative grad pathway,
that you have reported that data.

?  Grad info and Grad test missing will be the first reports that come out.  The Longitudinal Grad rate reports will come later.

?  Reminder - Make sure that any summer grads are withdrawn prior to the first day of school.

?  Watch the Grad info report for the JVSD, to make sure they are not currently reporting a student that you have as a summer grad.  ODE will take the JVSD data over your Grad data and it could pull a student out of your grad rate.

?  There will be an appeals process for G.  It will be open 10/24 through 11/2



*         Appeals

o   September 19th -H Financial Appeals will open.

?  Cash, Expenditures, Receipts and DN records can be appealed -Data that will appear on the Report Card that will be released on Thursday the 15th.

?  Some entities missed the Maintenance of Effort- Which can be appealed.

*         Office of Exceptions Children and Office of Federal programs will be reaching out to districts that did not meet MOE or have missing data.

*         October 3-7 will be the window for reporting the appeals data once approved.  If your appeal is approved the Collection Manifest will be reopened for you to submit data.

*         There will be a refresh of financial data based on the appeal and will be included in the October release of the LRC..


*         FY 16 Manifests to come-.

o   Spring ELA- Preschool ELA and ECO- Will be opening soon.  Close date will be in October- Should have about 5 weeks to report

o   OELPA



*         LRC

o   Will be released on Thursday.

o   SDC will close early Tuesday morning and will not reopen till after the report card is released.

o   Value added should be back late today or tomorrow.  That data will be sent to districts via the Forms tab in the safe account.  If a district, at this point, finds issues with their data they need to contact the office of Data Quality.

o   Communication went out to Superintendents and EMIS Coordinators that the data will be in forms.  There will be another message sent once the data is loaded into the forms.



*         FY16 Funding

o   Flagging for SOES for FY 16 closes Thursday the 15th.  Once this closes. ODE will produce the FTE reports, CTE Reports and the Final #2 funding reports to be posted by September 30th.

o   You will find them under the expired collections in the DC

o   Funding appeal window opens on October 3 through October 21st.  You can appeal student, staff or course data that affects funding.  You will also be able to appeal flagging data.

o   Final # 3 payment in December based on the appeals data.
