[Mail_treas] Fwd: IDEA On Site and Desk Compliance Fiscal Review

Fellow Treasurers:



Several months back, our district was identified by ODE for a desk
compliance and on site monitoring review of our Title 6B program. We had
been given a checklist of information to provide during the desk compliance
(external monitoring) part of the review. Several of the checklist items
concerned me at the time specifically requests for our Time and Effort
Policy (we did not have one at the time) as well as examples of our Time
and Effort documents evidencing how the District was tracking employee time
and effort when salaries were funded by more than one source (we were not
using any timesheet like document to track hours by payment source).



Subsequent  to my e-mail, more than one treasurer indicated to me that, for
those of us using NEOLA for policy services they were in the process of
issuing a number of draft policies as part of the “EDGAR Collection”. We
have now received those policies and have adopted them with minor “tweaks”.
During the review, we were not asked for a Time and Effort Policy.



With respect to the time and effort documentation issue, our District does
make use of the semi-annual certification forms and to the extent we do
have employees paid out of federal funds (including food service) none had
more than one federal fund they were being paid from. I did receive a
number of sample time and effort logs from our colleagues that I will use
if it becomes necessary and can share them if requested by fellow
treasurers.



In summary, my concerns were somewhat premature. Between my office and the
Special Ed. Director, we were able to provide almost all the information
requested during the desk review phase and at the site visit by ODE we
provided the balance. We received  “clean” monitoring review when all was
said and done.
