Ladies and Gentlemen,

Attached is a spreadsheet to help you estimate your special education transportation reimbursement amount for FY16 paid in FY17.  I have included several tabs that have the calculation for FY15 paid in FY16 and estimates for what those districts will receive for FY16 paid in FY17.  As you will see the difference can be significant if any of your variables have changed.

               I am not going to go through every step to calculate the amount because you look at the formula and steps yourself in the examples.  I would recommend calculating your FY15 paid in FY16 amount first so that you can compare it to the amount you received to make sure it is close, then calculate your FY16 to be paid in FY17 amount.

               You will need to get your T-1 special education riders from T-1 for both years, your T-2 special education total cost and instructional days for both years, and your state share index for both years and plug them into their lines of the calculation.

               There are two variables that you are responsible for estimating, FY16 average cost per student and the pro-ration percentage.  The one that will impact "most" of you is the pro-ration percentage.  In FY15 the average cost was $5,638.8786151 and the pro-ration percent was 74.4%.  In my examples I have guesstimated an increase of 2% for the average cost and a decrease of 1% for the pro-ration amount.

               I have attached two real examples of this calculation.  In example one the district reduced both the total cost and total riders from FY15 to FY16 and the result is a fairly substantial reduction in reimbursement.  In example two the district saw a slight reduction in reimbursement.
