[Mail_treas] Fed Tax W/H - supplemental pays

Does anyone have some clear and concise communication to employees about
how we cannot just randomly adjust W4 tax withholding on supplemental
pays?  We get this request from time to time, would like to have something
authoritative that we could share with them.  Like many of you I am sure,
we pay certain supplementals (i.e. athletics) at the end of the season in a
separate pay.
