Fellow Treasurers,



Attached is a compilation of responses I received in response to my
question about Federal tax withholding on supplemental payments.  Thanks to
all for your responses.



In the past, we have paid supplemental contracts on a separate basis.  We
have allowed employees to adjust their federal tax withholding via W-4s.



I plan on meeting with my unions in the near future and discussing this
issue with them.  I will be recommending that we cease our past practice
and pay supplementals along with their regular wages – no separate pays.  I
know they wont like this, but we need to be compliant.
