Below is the job description.
POSITION TITLE - Benefits/Payroll Coordinator
Confidential Employee
ORGANIZATIONAL
Reports to the Treasurer
TIME SCHEDULE
Two hundred sixty (260) days
Vacation per current agreement
MINIMUM QUALIFICATIONS
A. High school diploma
B. Two-year's experience in accounting or bookkeeping or demonstrated competence in the tasks assigned.
C. Ability to maintain confidentiality
D. Proficient in the use of computer terminals and Window programs; such as, Microsoft Word, Excel, Access, Power Point and State Financial Software (USPS)
E. Strong communication skills
F. Strong organizational skills
G. Ability to work with others
H. Meet all mandated health requirements
I. Criminal background check or investigation that is free of violations that prohibit public school employment
GENERAL RESPONSIBILITIES
Demonstrates punctual and regular attendance to work, quality of work including accuracy, thoroughness and neatness. Demonstrates maturity, ability to work independently and interdependently, and ability to receive and follow direction. Demonstrates proficiency in community and staff relations including ability to listen, to be respectful, to keep commitments and to demonstrate personal integrity.
ESSENTIAL FUNCTIONS
A. Maintain employee files on computer system, such as, adding new employees, updating salary information, upon request of employee via proper authorization forms, change employee voluntary payroll deductions, etc.
B. Calculate worksheets (increase and changes, hours etc...) for employees for payroll purposes to reach a control number each pay. Calculations, process, and distribution of all payroll functions, and checks.
C. Distribute mandatory and voluntary payroll deductions on a bi-weekly or monthly basis.
D. Run/verify payroll reports for S.T.R.S. and S.E.R.S. each month.
E. Calculate final pays, severance pays, and final wage information for all employees retiring. Send necessary retirement information to S.T.R.S. and S.E.R.S.
F. Run/verify payroll reports for OBES each quarter.
G. Maintain and balance monthly, quarterly and yearly wage and tax information. Process, balance, and distribute W-2's at the end of each calendar year.
H. Assist and prepare salary grids and staff profiles for the purpose of budgeting and collective bargaining.
I. Prepare and maintain salary grids for all grants.
J. Compile and prepare historical analysis of salary packages for the purpose of budget and collective bargaining forecasting.
K. Maintain and update all certificated employee salary information; e.g., salary step information, preparing and distributing contracts, updating salary grid information for salary projection file.
L. Maintain sick leave, personal leave, and vacation balances for all district employees.
M. Disseminates, on request, information pertinent to employees' earnings and sick leave balances for various systems and companies.
N. Maintain a file, which calculates the total number of hours worked by certified and non-certified employees each quarter for the Personnel Director.
O. Maintains files and records of all board contracts, including all contract-services for transportation.
P. Operate computer system on a daily basis for various functions.
Q. Backup all information processed on computer each day.
R. Enter and track all receipts on a weekly basis.
S. Maintain district employee pay record (payroll cards) and act as informational resource to Personnel Office.
T. Maintain and prepare district records commission files.
U. Update and maintain the information as it pertains to the self-funded insurance benefit package.
V. Update and maintain insurance benefit package as it pertains to Federal Mandates, ex. Affordable Care Act (ACA), Cobra and The Family and Medical Leave Act.
W. Act as a liaison between the Board of Education and Anthem for the District's self-funded comprehensive major medical plan.
X. Act as a liaison between the Board of Education and AFSCME/OAPSE for the District's non-certified health care plan.
Y. Act as a liaison between the Board of Education and Ohio Department of Education as it pertains to certification processing.
Z. Assist the Treasurer with District Wellness efforts.
AA. Perform all other duties as may be deemed necessary and assigned by the Treasurer.
